Major Planning Application and EIA Submitted for a Proposed Care Village in East Lothian
Wardell Armstrong has recently submitted a major planning application and environmental impact assessment (EIA), on behalf of Cinnamon Retirement Living (Inveresk) Limited, for a proposed care village on land at Inveresk, East Lothian in Scotland.
The project required input from our multi-disciplinary team including Planning, Environment (Heritage, Landscape Assessment, Landscape Design, Noise and Air Quality), Archaeology and Civil Engineering. Wardell Armstrong worked alongside PRC Architects, Meedhurst Project Management and Transport Planning Ltd.
The proposal comprises 59 Care Bedrooms, 47 Care Suite and 124 Care Apartments with associated communal facilities; open space areas including landscaped gardens; and new site access from the north. The proposed development will provide high quality care, tailored to individual needs, in an environment that will be stimulating and rewarding for residents, and will encourage a sense of community. This approach is proven to reduce reliance on hospital admittance and doctors surgeries.
The site is located within Inveresk Conservation Area, is partially covered by a Scheduled Ancient Monument (Roman fort) and has various neighbouring Listed Building including the Category A Listed St Michael’s Church. As such, significant archaeological evaluation work has been required prior to submission, as well as close liaison with Historic Environment Scotland and East Lothian Council. Likewise, design, landscape and visual impact have been important considerations.
Wardell Armstrong were also involved in key discussions with East Lothian Council regarding the application to ensure the proposal was considered Use Class 8 (residential Institution) has opposed to private housing (Use Class 9 or Sui Generis for flatted development).
