Temple Group – Overground Capacity Improvement Plan

TfL’s London Overground Capacity Improvement Programme (LOCIP) is a £320m programme of infrastructure improvements across the overground rail network, designed to implement network improvements and enhance capacity by 25%. LOCIP includes a programme of platform extensions, together with the expansion of key rail maintenance depot and stabling sidings sites.

We have provided contaminated land desk study appraisals for more than 20 LOCIP sites, as technical support to Planning Applications and Permitted Development sites. The scope of the studies varied depending on project requirements at each improvement site, and included bespoke reports to address planning conditions and TfL’s internal LOCIP environmental management requirements. Project examples include; a comprehensive desk study to meet planning requirements for the expansion of a rail depot site located on a Principal Aquifer, and with a significant previous industrial legacy; targeted desk studies for individual platform extensions at Overland stations along the North London Line, to provide appraisals of potential contaminated land issues for construction purposes (e.g. potential health risks to construction workers, disposal of excess spoil arisings).

The desk study appraisals have been used to inform subsequent site investigations and chemical and contaminated land risk assessment (including DQRA’s) work at each location, as part of the ongoing development of the LOCIP sites
