At the start of its construction in 1992 by Enron and others, the Dabhol power station was the biggest foreign investment in India. When it was finally completed in 2010, it provided some 1967MW of power output.

We were commissioned by Kier International Limited to prepare a geological report on the status of the Usgaon Quarry - used to provide core and armour material for a 2.3km long breakwater embankment as part of the project. Kier believed the quarry not to be fit for purpose.

We found that rock quality was poor, and the quarry had to be considerably expanded to recover enough stone to complete the build. This involved management and supervision of a large drilling programme which in turn led to a cost over-run and a large legal case by Kier against Enron for damages.

We were retained to provide technical help in relation to the geological and geotechnical conditions of the site and to explore for suitable material. At the same time we provided expert evidence in the arbitration proceedings in Houston - with the eventual outcome of settlement in favour of Kier.
