Glasgow waste PPP contract – Handback plan

To fulfil their waste PPP contract in Glasgow, the largest to date in Scotland, Viridor are called on to manage, treat and dispose of over one hundred thousand tonnes of annual household waste. To deliver this service and achieve specific recycling targets, they’re developing a large scale, state-of-the-art waste treatment and energy recovery facility – with a front end MRF, a dedicated thermal treatment and energy generation facility for non-recyclables, and a separate AD plant for treating separated food wastes.
 
As part of the contract documentation, Viridor were required to develop a handback plan for the treatment facility, setting out the protocols and procedures for transferring it back to the authority at the end of the contract period. As Viridor’s technical advisor on the contract we worked closely with their operational team to prepare a detailed plan that covered the essential areas of handback and decommissioning - including asset condition assessments and surveys, health and safety plans, site condition and contamination assessments, risk and liability registers.
