Rigmuir Waste Transfer Building

Wardell Armstrong were commissioned to prepare and submit a Section 42 Application to amend planning conditions of an extant planning consent at the Rigmuir Landfill site, East Kilbride. The application comprised the following:

• A change in the footprint and layout of the Rigmuir Landfill Waste Reception building to allow it to function as a waste transfer and ancillary processing building;

• An extension to the operational life of the building, and retention of associated infrastructure (this includes an additional weighbridge and weighbridge office at the site entrance), existing access road and hardstanding until 2035 (extension from 2020).

The proposed waste transfer building would form part of a wider network of facilities that Viridor are developing across Scotland to improve the efficiency of the way in which waste is collected and transferred for recycling and energy recovery.

This will therefore help to divert waste from landfill in accordance with the Zero Waste Plan, and as a result must be seen as a positive environmental benefit. In addition, the proposals will support the operation and viability of energy recovery infrastructure through bulking up and transferring residual waste for energy recovery. WA were commissioned to prepare and submit the planning application and prepare the Planning Statement and the Environmental Statement addendum, as agreed with South Lanarkshire Council.

Viridor and WA discussed, refined and agreed the scope of the required EIA in consultation with South Lanarkshire Council and the Rigmuir Landfill Liaison Group. This ensured that the scope was appropriate, focused and proportionate to the nature of the proposal and the type of application to be submitted.

Effective project management ensured that this application was submitted on schedule and within approximately a month of instruction.
